Revolution Workshop: Bridging the Construction Labor Gap and Transforming Lives in Chicago

In the ever-evolving landscape of residential construction, our industry is not just about erecting structures; it's about weaving dreams into the very fabric of homes.

However, a significant hurdle stands in our way — the ongoing construction labor shortage.

As per the 2023 news release by Associated Builders and Contractors (ABC), an estimated 546,000 additional workers are needed this year to meet the industry's demands. This shortage, stemming from various factors, including an aging workforce and a skills gap, poses challenges for the construction sector.

Revolution Workshop: A Beacon of Change

In the face of this challenge, there's a beacon of hope — Revolution Workshop. Established in 2017, this nonprofit is not just addressing the labor shortage but is also uplifting Chicago's underserved communities. Founded by skilled trades employers and workforce development leaders, including Scott Simpson of Scott Simpson Design + Build, Revolution Workshop provides free training for jobs in the skilled construction trades.

EPA Proposes Rule to Strengthen Protections Against Toxic Chemicals in Workplace and Environment

The U.S. Environmental Protection Agency (EPA) has unveiled a proposed rule aimed at enhancing protections against exposure to two toxic chemicals, decabromodiphenyl ether (decaBDE) and phenol, isopropylated phosphate (3:1) (PIP (3:1)).

These persistent, bioaccumulative, and toxic (PBT) chemicals have long-lasting environmental effects and can accumulate in the human body.

Workplace Safety and Environmental Protection

The proposed rule focuses on workplace safety measures and restrictions on water releases. It addresses implementation challenges across various industries, including nuclear energy, transportation, construction, agriculture, forestry, mining, life sciences, and semiconductor production.

Assistant Administrator for the Office of Chemical Safety and Pollution Prevention, Michal Freedhoff, emphasized the significance of safeguarding against PBT chemicals. "Persistent, bioaccumulation and toxic chemicals can remain in the environment and our bodies for long periods," Freedhoff noted. The proposed rule aims to ensure the safe use of these chemicals while maintaining critical applications.

Expedited Action Under the Toxic Substances Control Act (TSCA)

The Toxic Substances Control Act (TSCA) directed the EPA to take swift action on PBT chemicals, leading to the finalization of risk management rules in January 2021. In response to concerns raised after the rules were finalized, EPA initiated a review in February 2021, seeking public input on the effectiveness of the rules and potential economic impacts.

Proposed Changes for DecaBDE

DecaBDE, a flame retardant with applications in nuclear power generation, aerospace, and automotive vehicles, has been linked to adverse health effects. The proposed rule introduces workplace safety measures, restrictions on water releases during manufacturing, and export notification requirements for decaBDE-containing wire and cable for nuclear power facilities.

The compliance date for decaBDE-containing wire and cable insulation used in nuclear power generation facilities may be extended, allowing the industry to transition to alternative materials while ensuring safety compliance.

Proposed Changes for PIP (3:1)

PIP (3:1), used as a plasticizer, flame retardant, and additive in various industries, is associated with environmental and human health risks. The proposed rule suggests extending compliance dates for certain articles, introducing worker protection measures, and phasing out specific uses, such as lubricants and greases, over 5 years.

EPA aims to strike a balance between protecting public health and the environment and allowing industries to transition responsibly away from these chemicals.

The proposed rule is part of the EPA's ongoing efforts to address chemical risks and enhance safety standards under the TSCA. Public input on the proposed rule will be solicited to ensure a comprehensive and informed decision-making process.
